June 5, 2018 (Tuesday) ~ 6pm – 8pm ~Hanapēpē Library

  • The agenda includes:
    • Discussion and decisions on proposed county council candidate forum in Hanapepe in mid-July
    • Discussion and decision on request by UH Sea Grant Program to co-sponsor a westside training on King Tides citizen science project. This is a statewide photo documentation project involving citizen volunteers going to shoreline areas at high tide on designated King Tide days (super high tides).  Training date will be sometime during the week of July 30-Aug. 4
    • Discussion and decision on proposed severe weather public lectures/trainings by National Weather Service.  At Hanapepe Public Library in June and July.
    • Update on meeting with Planning Department on the upcoming West Kauai Community Plan
    • Update on meeting with UH Sea Grant on sea level rise project for West Kaua
    • Update on meeting on Kauai Tourism Strategic Plan
    • Response to request to visit H-ECA meeting

  • At this Wednesday’s meeting (05/16, third Wed. of the month), we have 2 items on the agenda:

    Our meetings are held at the Hanapepe Public Library meeting room, on the first Tuesday  and third Wednesday of each month.  All are welcome to attend. Please suggest agenda items.

May 1, 2018 (Tuesday) ~ 6pm – 8pm ~Hanapēpē Library

  • At this Tuesday’s meeting of the community association, we will be interviewed as part of a research project about climate change and sea level rise on the westside.  The meeting runs from 6:00-8:00PM at Hanapepe Public Library meeting room.  Details are provided below from Ruby Pap of the Univ. of Hawaii Sea Grant College Program, Coastal Land Use Extension Agent, and Daniele Spirandelli, Assistant Professor, Department of Urban and Region Planning and Sea Grant College at the University of Hawaii.
    These researchers are facilitating a community-based vulnerability assessment of sea level rise in West Kauai. The goals of this project include: document key concerns regarding climate change among West Kauai stakeholders and identify adaptation strategies that can be incorporated into the West Kauai Community Plan update. To achieve these, they are working closely with the County of Kaua‘i Planning Department. This is a two-year, multi-part project that will produce an adaptation report and that will be incorporated into the community planning process.
    The first part of the study is to interview community members and experts, such as ourselves, to discuss climate change risks in West Kauai, document specific community or infrastructure assets of concern, and ideas about the best ways to address them.

April 30, 2018 – FYI

  • Hi to Hanapepe-Eleele HHARP members:
    This to update you on the situation for Tuesday, May 8:
    • The CERT annual refresher at Eleele Elem School scheduled for May 8 has been postponed and will be rescheduled and reformatted
    • The annual Makani Pahili hurricane exercise for May 8 has been cancelled
    Instead of our regular monthly meeting, we will be going to a May 8 presentation and discussion about radio communications during times when the normal communication infrastructure is compromised (cell phone, landlines, internet).  Representatives from CERTCOMM (the communications arm for CERT-Community Emergency Response Team),  ARES (Amateur Radio Emergency Service), RACES (Radio Amateur Civil Emergency Service), and Team Rubicon USA will give an overview of their program and how the organizations’ communicators respond to various events on Kauai, such as tsunamis, hurricanes and floods.  In addition, there will be a review of the communications aspect of CERT’s activation to the recent floods.  Elton and Bart are being invited.  General Oliveira will be attending also.
    • Tuesday, May 8, 6:00-8:00pm at the Kauai Fire Department Headquarters (east/Kapaa side of the Lihue Civic Center near the old Big Save)
    This presentation/discussion will be helpful for us.

    For HHARPs, just let me know if you will be attending so I can be on the lookout for you.  You need to be at the Fire HQ security door by 6:00 pm sharp or call or text my cell and I will come down to let you in if you are late, cell 353-1476.

April 24, 2018 – FYI

  • Subject: Revocable permit ordinance to be voted on Wed, April 25

    The County Council will vote on the revocable permit ordinance proposal sometime at their Wednesday April 25th meeting. The Council follows the order of the agenda and action items are near the end of the agenda, but there is no way to predict what time this will happen. FYI: The council breaks for lunch.
    However, you can speak in support of (or opposition to) the proposal early in the day rather than waiting for it to come up for a vote. To do this, sign in at the beginning of the meeting  and indicate on the form that you would like to speak out of order at the beginning of the meeting. From what I understand, this is done all the time.

April 10, 2018 (Tuesday) ~ 6pm – 8pm ~Hanapēpē Library

  • HHARP meeting-
    Due to extended construction at the Armory, we are meeting at the Hanapepe Public Library meeting room at 6:00 pm.
    In the audience will be Nathan, whom Ms. Chew of the Hanapepe Hawaiian church has invited to observe. And RN Woods who is observing for a research paper she is doing on disaster preparedness; she was referred to us by DOH Lauren Guest.

  • COUNTY COUNCIL PLANNING COMMITTEE MEETING on WEDNESDAY, APRIL 4, 2018 8:30 A.M. OR SOON THEREAFTER
    At the Council Chambers in the Historic County Building located at  4396 Rice Street, Suite 201 Lihue 96766 1. Agenda:  PL 2018-01 Communication (03/28/2018) from Committee Chair Chock, requesting the presence of the Planning Director, to provide a briefing on the West Kaua‘i Community Plan, including but not limited to the projected timeline, how community engagement is being encouraged, format of the plan, areas of focus, and the consultants being used.
    You may submit testimony by email or you may testify in person if you have any concerns.
  • EMAIL FROM JUDITH PAGE OF HANAPEPE ECONOMIC ALLIANCE:
    There will be a public hearing for the Revocable Permit Bill (vending in public right of ways) on Wednesday April 11 in Council Chambers in the Historic County Building. The probable time of the public hearing is 1:30 pm, but it’s best to check the agenda that comes out, usually the Thursday prior to the meeting.  FYI: each public comment at the meeting is limited to 3 minutes and you need to sign up if you intend to speak.

March 21, 2018 (Wednesday) ~ 6pm – 8pm ~Hanapēpē Library

  • All are welcome to hear about A&B’s development plans for the area between Eleele to past Numila.  Tom Shigemoto, Vice President of A&B Properties, will discuss their plans for the areas that the County Council approved as part of the Kauaʻi General Plan.  These areas are proposed for a “second city” for Kauaʻi and “Provisional Agriculture” in the new General Plan.  Includes a question and answer period.  Hosted by the Hanapēpē-ʻEleʻele community association.
